All Eyes on ‘Made in NA’ Manufacturing

Packaging supplier executives reveal the strategies and rewards of being a domestic manufacturing partner for beauty brands.

With tariffs looming over the world’s manufacturing sector, many suppliers in the cosmetic packaging sphere have been affected. Some have partnered with domestic and/or international suppliers, or have opened manufacturing facilities on the North American continent in order to ease shipping costs and transportation difficulties.

The momentum has been growing over at least the last decade, as businesses look to firm up their supply chains, and for ease and flexibility in responding to demand. 

While the idea has always been to be closer to the world’s largest cosmetics marketplace, the current influx is largely driven by the arrival and acceleration of increased or proposed tariffs on goods from many countries around the world. 

In addition, speed to market has also taken a front seat to production.

Not only is speed mandatory for entering the retail space, but now brands and suppliers face sustainability mandates that must be met if they are to compete successfully.

With the European Union’s (EU) impending ban on single-use plastics and ABS, all packaging in the EU market must be reusable or recyclable by 2030. This puts beauty brands in the position of having to adapt or change their packaging inventories as soon as possible, as global supply chains for companies exporting to the EU must also comply with new packaging design, materials, and sustainability standards.

Social media also plays an important role in accelerating production times. For instance, when a cosmetic product suddenly gains popularity on TikTok, a brand may want to go back into production, and does not want to be ensnared with waiting times and complicated shipping and delivery. With stiff competition, brands want to launch as quickly as possible.

Minimizing Tariffs, Increasing Diversity

Some suppliers anticipated a changeover to domestic sourcing for years and had already rethought their packaging before the influx of tariff announcements. These manufacturers were well-prepared with diversified sourcing and additional suppliers and partners in North America and Europe.

According to Manish Kapoor, Founder and CEO of Growth Catalyst Group, flexibility and agility are of utmost importance, as in the cosmetics industry, packaging is more than just a finishing touch. He tells Beauty Packaging, “The cosmetic packaging market in North America is valued at about $6.85 billion (2025), with projections to reach $8.29 billion by 2030. That kind of growth signals a lot of opportunities. But it also comes with risks, especially when tariffs are putting pressure on pricing for beauty brands, their packaging partners, and customers.”

For U.S.-based suppliers, Kapoor says that tariffs on imported components can drive costs up to 25%. In the long run, he says, that’s not sustainable, but neither is relying solely on domestic sourcing and related costs. “The best strategy is diversification, says Kapoor. “And it’s not just about where your packaging comes from. It’s about where and how you move it.”

Label Claims are Critical

Manufacturing in a different region is not always easy. Along with the advantages of a Made in America claim or label come challenges. For one, it may not be that easy to prove. This past summer, the Federal Trade Commission (FTC) designated July as “Made in the USA” month to emphasize the critical nature of proper labeling and to educate consumers and businesses about the “Made in USA” standard. 

 According to Phyllis Marcus, VP, National Advertising Division (NAD), both complexities and potential pitfalls surround “Made in USA” claims.

With tariffs in the news again, Marcus says, ‘Made in USA’ claims are set to become a hot-button issue for brands and consumers alike. As domestic production gains prominence as a selling point, Marcus stresses the importance of knowing what truly qualifies a product for the ‘Made in USA’ label: understanding the critical distinctions between domestic parts, manufacturing processes, and final assembly for ‘Made in USA’ claims; and avoiding legal landmines, such as how to identify and steer clear of deceptive and misleading ‘Made in USA’ claims that can lead to FTC action. Speaking with Made in USA/NA Beauty Industry Suppliers

How are domestic beauty packaging suppliers faring in today’s global manufacturing environment?

We asked executives from leading NA producers about the dilemma of higher prices and complicated supply chains. Here, they weigh in on how their domestic businesses are faring despite global tariff uncertainties.

Arkay Packaging

Arkay Packaging has been a Made in USA supplier for nearly a century, since 1922, when Max Kaneff—an immigrant to America from Ukraine and already loyal to his adopted country—opened Ar-Kay Printing on Thames Street on New York City’s Lower East Side.

 As the company continued to grow, it moved uptown to Hudson Street, then out of the city to Hauppauge, New York, and eventually into its current home:  a 140,000 square foot manufacturing facility in Roanoke, Virginia.

During this period, we knew, based on our history, that we were dedicated to being ‘homegrown.’  We rebranded as Arkay Packaging and the operation went from my grandfather Max to my father, Howard Kaneff, to me.  And now, entering our 2nd century in business, as well as our 4th generation of leadership with my sons, Josh Kaneff and Max Kaneff, joining the business, Arkay is one of the most well-known domestic premium packaging companies in the United States, if not the world.

It’s generally accepted that manufacturing in the United States comes with a mix of advantages and disadvantages, shaped by economic, logistical, political, and social factors. However, while negatives of domestic manufacturing might include higher labor costs, regulatory and compliance issues, and high overhead costs, the pros—including high-quality standards, innovation, proximity to a large consumer market, reduced supply chain risks, skilled workforce and productivity, brand appeal and a ‘Made in America’ cachet, regulatory stability, and support for sustainability—far outweigh them.  It’s therefore no surprise that we at Arkay believe in the future of domestic manufacturing and continue to celebrate our Made in America label!

Westerhall Estate was looking for an elevated carton design (look and feel), which would be better than the materials they were obtaining from Europe. After Arkay did the Grenada 50th anniversary carton (shown), Westerhall Estate said they wanted to do an elevated carton for XXO, similar to the one Arkay produced for their 50th Anniversary carton. It was also a key factor that it was much quicker to get cartons out of a USA port in Miami than it was in Europe.

Federal Package

We also offer containers with post-industrial recycled (PIR) and post-consumer recycled (PCR) content to meet the growing demand for more recycled options in containers. Their Eco Smart, PIR, and PCR options provide the same form, fit, and feel as traditional plastics. This gives our customers a more sustainable cosmetic package without having to compromise on its performance.

As more Extended Producer Responsibility (EPR) laws around consumer-packaged goods come online across the country, we expect the demand for more sustainable, American-made packaging to grow. As potential tariffs put a strain on products from overseas, we think there is a great opportunity for American companies like Federal Package to fill the demand gap. We also see the opportunity for American manufacturing to grow as demands for sustainability and quality from consumers increase. We want to prove that using an American manufacturer can be cost-saving, sustainable, and convenient all at the same time.

Having a domestic supply chain allows our quality team to perform on-site audits and a real-time exchange of information. Having communication within the United States time zones with no language barriers is another advantage to our team and our customers. 

We have a customer who had a challenge bringing bottles from overseas, with the tariffs adding cost and longer lead times. We offer a pouch solution in which we can form, fill, and seal in-line 30 count capsule stand-up zipper pouches, which not only reduced his cost, but there was no interruption in his shipments as he is direct to consumer. A bonus for the customer is that the pouch is a greener option, and he saves on his shipping costs as the pouch ships as a flat.

JSN Packaging

American-owned, American-made, and third-generation family-owned, JSN Packaging, located in Irvine, CA, has specialized in Made in the U.S. cosmetics packaging for over 40 years.
